THE ISSAM FARES INSTITUTE FOR PUBLIC POLICY AND INTERNATIONAL AFFAIRS
On April 30, 2024, our Institute in partnership with Friedrich Ebert Stiftung (FES) Lebanon launched the” Vulnerability Policy Tool.” Developed for 123 Lebanese coastal municipalities, the tool will allow them to build climate change resilience, and help them understand, identify, and manage vulnerabilities. The launch and discussion took place in the presence of FES Lebanon’s Resident Representative Merin Abbas, IFI's Communications Manager Marina Chamma, IFI’s former Director of Climate Change & Environment Dr. Nadim Farajalla, Climate Change team members Manale Abou Dagher, Celine Yazbek and Samir Nassar and local stakeholders. IFI Climate Change and Environment Project Coordinator Celine Yazbek presented the main findings and features of tool. The main climate hazards impacting Lebanese coastal cities were identified as: coastal flooding, water scarcity, extreme precipitation, extreme temperatures, drought, sea level rise and storm surges. Four sectors were identified as most vulnerable: fisheries, water resources, tourism, and infrastructure. The tool identified a total of 136 indicators for the four sectors as follows: 42 indicators for the fisheries sector; 38 indicators for the infrastructure sector; 30 indicators for the tourism sector; and 27 indicators for the water resources sector. The assessments included weather data - in terms of temperature and precipitation from the past 30 years for South Lebanon, Beirut/Mount Lebanon, and North Lebanon, GIS data - and data from literature review, experts meetings, surveys and interviews with specific stakeholders and local authorities.
